Yes. Any panel upgrade, new circuit addition, or structural rewiring requires an electrical permit filed with the NYC DOB. Unpermitted electrical work presents massive fire and insurance liabilities that can complicate future home sales.
Unlike most of the country (including Long Island) that allows flexible Romex wire inside walls, the 5 boroughs of NYC strictly require wiring to be run inside fire-resistant EMT metal conduit or approved armored cables to prevent rodent damage and contain sparking.
While the physical work of swapping a panel takes just a day or two, coordinating the necessary shutoff with Con Edison requires a 2-6 week scheduling lead time.
